The Index compares countries against one another and against 'best practice' inspired by the highest EU standards. Sometimes it relies on EU Directives, but where these are only miniumum standards or common basic principles, the Index goes beyond the basic and the minimum, drawing on the more ambitious standards as set out in Council of Europe Conventions, and NGO and expert proposals.
