Even after many years working in the Netherlands, migrants are not eligible for equal access to employment like EU citizens, and they may have to fulfill extra conditions to set up a business without a work permit. As workers, migrants enjoy security that meets best practice. Best practice labour market integration measures attained only in NL and SE, for instance, aim to reduce migrants' unemployment, improve their knowledge of Dutch, gain recognition for their skills and qualifications and ensure equal access to vocational training. Migrant workers' rights, however, are only halfway to best practice and score lowest of the 28 MIPEX countries. Even after three years of work, migrants face limitations on their right to change professions or jobs.
